Create the top surface with boundary surface first.
then ,

I not very sure this is the best, if you had download the CDRS guide in idesign before, you should had idea on creating such surface, they normally form by 4 curve , which should create a smooth surface (certain case), keep this in mind and try to find the curve as first step when ever you want to model a surface.
The top surface can be a sweep surface , a trjectory with one arc and a section with another arc, you can also use a boundary surface. The trim the surface with a projected curve. after that only you created the side surface , by using the "curve thru point, tangency set to curvature ".
