Dump the ATI card.
Seriously, I've never seen an ATI card I liked, and I probably never will. The best ATI ever did at a decent CAD level graphics card, are the Fire cards, and they had to buy the product line from someone else to even get that far.
Get a cheap NVIDIA card, and you'll be much happier.
Until then, you might try cycling through the all the options in your General - Display preference.

Get a cheap NVIDIA card, and you'll be much happier."

It might be possible to potentially improve your graphics performance by editing a text file. In the Cimatron directories there is a file called openGLsetup.dat. In this file we specify those graphics cards that do not properly handle one of the Open GL commands - Copy Pixels. Symptoms of this problem are geometry that stays picked (green) a lot and poor drafting performance. So we ask the system to disable the Copy Pixels command, and this improves the performance.
If you have these symptoms, you can add your card to the list. Follow this procedure.
1. In the Cimatron_E_files directory find the file Elite_log_{username}.log. Open it in notepad and find the openGL information. This is 4 lines of text, indented in from the left side a bit. Scroll down though the file, it usually very near the top. You'll find it easily.
2. In the CimatronE/it/dat directory find the file OpenGlsetup.dat. Open this with notepad.
3. See how the openglsetup file is a list of several graphics cards. If yours is not among them, use the "vendor" and "renderer" lines from the Elite log file (these are the first 2 of the 4 lines) to add a new single line into the openglsetup file. Basically you are adding your card to the list.
Example:
My file shows this openGL information-
Vendor : 3Dlabs
Renderer : GLINT R3 PT
GL-Version : 1.1.28 PT
Extension : GL_EXT_bgra G.....
So my line in the openGlsetup.dat should look like this-
3Dlabs GLINT R3 PT
4. The second line you enter should be the same as all the other entries in file - DISABLE_COPY_PIXELS_COMMAND.
